Ken Canning, CPCU, AU

Ken is an accomplished leader with over thirty years of combined experience in public entity risk pooling and commercial insurance. Ken began his career in 1987 at Liberty Mutual Insurance Company, National Accounts Division as an Account Underwriter. Ken went on to work with Acadia Insurance in their Vermont and Massachusetts offices as a Production Underwriter and later Branch Marketing Director. Ken then worked for the Vermont Mutual Insurance Company as an Underwriting Supervisor and Product Analyst before moving over to the public sector to work with the Vermont League of Cities & Towns (VLCT) in 2007.  Ken was hired as Underwriting manager and advanced to Director, Risk Management Services where he was the pool administrator for VLCT’s three self-insured Trusts providing property, casualty, workers compensation, unemployment insurance, health and allied lines coverage.  After ten years with VLCT Ken moved to North Carolina in 2017 to become the Associate Executive Director, Risk Management Services /pool administrator for the North Carolina League of Municipalities (NCLM) providing property, casualty, workers compensation, health and allied lines coverage.

Ken served as Vice Chairperson for the National League of Cities Risk Information Consortium (NLC-RISC) Board of Directors, and Vice Chairperson for the Public Officers and Employees Liability Insurance Commission (POELIC) Commission in North Carolina, as well as President of the Vermont Chapter of the CPCU Society.

Ken earned the professional designations of a Chartered Property and Casualty Underwriter (CPCU) and an Associate in Commercial Underwriting (AU) from the Institutes, Malvern, Pennsylvania.

Ken was born and raised in Boston Massachusetts and earned a Bachelor of Arts degree in Economics from Boston University in 1986. Ken moved to Vermont in 1990 and later served as an elected public official on the Board of Directors of the North Country Union High School in Newport, Vermont.

Ken is experienced with all functional areas of an insurance organization plus strategic planning, operational execution, enterprise risk management, personnel management, claim and expense control, investment portfolio oversight and leadership coaching.

Ken has a proven track record of leading organizations and helping people perform to their fullest potential through his knowledge, skills, and experience, and providing the guidance and support necessary for their success.

Fun Fact: Ken is a member of the Shriners fraternal organization and rides a mini chopper motorcycle in parades to raise funds and awareness for the Shriners Hospitals for Children.

David Sichel

David recently retired from the Vermont League of Cities and Towns (VLCT) after thirty years of service.  Throughout those years he worked on the operation and management of the VLCT Property and Casualty Intermunicipal Fund, the VLCT Heath Trust, and the VLCT Unemployment Insurance Trust.

David started as a Field Representative/Loss Control Coordinator in 1988 and advanced to Deputy Director of Risk Management Services. He worked in marketing, underwriting and management of these programs.  He worked with many service providers including insurance brokers, actuaries, financial advisors, auditors, and others. He enjoyed working with members and staff to provide top quality risk management services geared to the needs of Vermont municipal government.

David is no stranger to local government, having worked in municipal government for ten years in Vermont and Ohio prior to his years at VLCT.  As a municipal official David served on the founding board of the VLCT Property and Casualty Intermunicipal Fund. He served on the Board of the National League of Cities Mutual Insurance Company and has served on the Board for the National League of Cities Risk Information Sharing Consortium. He currently continues municipal service a member of his community’s Planning Commission.

David received his Bachelor of Arts and Master of Public Policy degrees from the University of Michigan where he graduated with distinction.

Fun Fact: David is an avid amateur genealogist searching out his family history.
